CMRL General Manager Eligibility Criteria:

Educational Qualification:

1. Chief Vigilance Officer (CVO) -

▪ Must be an Officer belonging to Organized Group-A Services drawing pay in the scale of Senior Administrative Grade (SAG) in their cadres (Functional/Non Functional)

▪ The officer having experience of working in technical disciplines of Group A engineering disciplines of railways will be preferred.

▪ The Bench Mark for selection would be at least '8.0' in the APAR Grading of the last 5 years and the integrity should be beyond doubt. (Wherever number grading is not available 'Very Good' will be acceptable)

▪ The officer having experience in handling various preventive and punitive measures in detection, punishment of corruption and other malpractices are preferable.

2. General Manager (Planning & Business Development) - Must be a graduate from a recognized University/Institute with a MBA degree in Marketing/Finance. The candidate should have minimum 20 years of post-qualification experience in Business Development/Property Development in Urban Transport sector. An experience in Metro Rail projects/undertaking similar kind of large scale infrastructure development projects and managing a large portfolio of developed properties will be a desirable attribute. The responsibility of the candidate will be to manage the extensive Property Development program of CMRL, so as to maximize the non-fare revenue innovatively from property development. He will also be responsible for planning Mass Transit Infrastructure till the stage of approval cum funding.

3. Additional General Manager (Contract Procurement) -

i. Qualification: - Must possess B.E/B.Tech (Civil/Mech/ECE/EEE) degree from a Govt. recognized Institute / University approved by AICTE / UGC.

ii. Experience: -

- Should have minimum of 17 years of post-qualification experience in procurement field in Metro/Railways/Large infrastructure projects.

- Should have experience in the fields of contract procurement for various types of contracts such as works, consultancy, service and system contracts related to metro/Railways/Large infrastructure including experience in FIDIC contract procedures, Multinational Bank Procurement procedures, Formulating tender and contract conditions etc. evaluation, finalisation and experience in e-tender procurement.

- The candidate should have good knowledge of FIDIC Suite of Contracts, operations of the clauses. Should have handled bid preparation and floating of tenders under MDB or external funding under bilateral agreements, should have hands on experience in implementing e-tendering.

- Should have thorough knowledge on modalities for inviting bids, tender openings, CVC guidelines, statutory taxation/levies etc.

- Experience in GeM portal (Government e-Marketplace) is desirable. Should be conversant with Government eprocurement guidelines and procedures & policies for procurement of goods & services.

Age Limit: (As on 25.01.2023)

1. Chief Vigilance Officer (CVO) - 56 years

2. General Manager (Planning & Business Development) - Min - 45 Max- 55 Years

3. Additional General Manager (Contract Procurement) - 47 Years

Salary Details:

1. Chief Vigilance Officer (CVO) - (i) The deputationist shall have option either to draw pay being drawn in the parent organization with deputation allowance and project allowance at 10% of Basic Pay each. (or) (ii) To draw equivalent cadre IDA pay scale in CMRL with IDA, HRA and Cafeteria Allowance (20% of Basic Pay).

2. General Manager (Planning & Business Development) - Rs.2,25,000/-

3. Additional General Manager (Contract Procurement) - Rs.1,50,000/-

 

CMRL General Manager Selection Process 2023:

The selection methodology comprises two-stage process, interview followed by medical examination. The selection process will judge the candidate on different facets like knowledge, skills, comprehension, attitude, aptitude, and physical fitness.

Medical Examination: Expenses for the first-time medical examination of the candidate will be borne by CMRL. However, in case a candidate seeks extension for joining, then the second time medical Page 4 of 6 examination expenditure will be borne by the candidate. To & fro travel expenses for the medical test shall be borne by the candidate. The candidate who fails the prescribed medical test will not be given any alternative employment and decision of CMRL is final on this issue.

a. Unreserved & candidates falling under other category are required to pay a Non-refundable fee of Rs.300/- and SC/ST are required to pay a non-refundable fee of Rs.50/- (for processing & postage charge) either in the form of Demand Draft drawn in favour of M/s Chennai Metro Rail Limited, payable at Chennai or may transfer the fees through electronic mode to the below mentioned account and submit the NEFT receipt/acknowledgement details in a printed copy along with the application form.
