Educational
Qualification:

Mechanic Skilled Gr– I (ID-V) National
Apprenticeship Certificate Examination passed in the trade of “Refrigeration
and Air Conditioning”. One year shipbuilding experience is compulsory. |
2. Compressor
Attendant Skilled Gr– I (ID-V) Compressor
Attendant is not a designated trade under Apprenticeship Act. The candidates
who have passed NAC in Millwright Mechanic or Mechanic Machine Tool
Maintenance and worked in MDL/ Shipbuilding Industry as a Compressor
Attendant for minimum one year may apply for the post of Compressor
Attendant. Oneyear shipbuilding experience is compulsory. |
3. Brass
Finisher s Finisher her Skilled Gr– I (ID-V) The Candidates who have passed National Apprenticeship Certificate in
any trade and worked in MDL/ Ship-building industry as Brass Finisher/
Machinist. One year shipbuilding experience is compulsory. |
4. Carpenter
Skilled Gr– I (ID-V) Passed National
Apprenticeship Certificate Examination passed in the trade of “Carpenter/
Shipwright (wood)”. One year shipbuilding experience is compulsory. |

Grinder Skilled Gr– I (ID-V) Chipper
Grinder trade is not a designated trade under Apprenticeship Act. Candidates
who have passed NAC in any trade and have worked in Shipbuilding industry as
Chipper Grinder for minimum period of one year may apply for the said post
directly. One year shipbuilding experience is compulsory. |

Welders Skilled Gr– I (ID-V) Passed
National Apprenticeship Certificate examination passed in the trade of
“Welder / Welder (G&E) /TIG & MIG Welder/Structural Welder/Welder

shipbuilding experience is compulsory. |

Crane Operator Skilled Gr– I (ID-V) Diesel Crane Operator is not a designated trade under Apprenticeship
Act. The candidate who have passed the National Apprenticeship Certificate
Examination in the trade of “Diesel Mechanic” with valid Heavy Vehicle
Driving Licence and having one-year experience in MDL/ Ship-building industry
as Diesel Crane Operator. One year shipbuilding experience is compulsory. |

Cum Motor Mechanic Skilled Gr– I (ID-V) Passed National Apprenticeship Certificate Examination passed in
“Diesel Mechanic/Motor Vehicle Mechanic/ Mechanic Diesel/ Mechanic (Marine
Diesel)” |
9. Driver
Skilled Gr– I (ID-V) Passed Indian Army
Class-I examination or equivalent examination in the Navy or Air Force and
has put in at least 15 years of service in the Armed Forces of the Union
Candidates should have valid Heavy Duty driving license issued by RTO. |

Crane Operator Skilled Gr– I (ID-V) Must have passed National Apprenticeship Certificate Examination
in Electrician trade and having minimum one-year experience in MDL/

National Apprenticeship Certificate Examination in the trade of “Millwright
Mechanic / Mechanic 5 Machine Tool Maintenance”. |
17. Painter
Skilled Gr– I (ID-V) Passed the National
Apprenticeship Certificate Examination in the trade of “Painter”. One year
shipbuilding experience is compulsory. |
18. Pipe
Fitter Skilled Gr– I (ID-V) Passed the
National Apprenticeship Certificate Examination in the trade of “Pipe
Fitter”. One year shipbuilding experience is compulsory. |
19. Structural Fabricator Skilled Gr– I (ID-V) Passed the National Apprenticeship Certificate Examination in the trade
of “Structural Fitter / Fabricator”. One year shipbuilding experience is
compulsory. |
20. Utility Hand(Skilled) Skilled Gr– I (ID-V) Utility Hand (Skilled) will be selected from Fitter Trade/ Any other
Trade and having one-year experience in operating Gas /Welding Plant/Oxy
Acetylene equipment, etc as Utility Hand in Shipbuilding Industry. One year
shipbuilding experience is compulsory. |
21. Hindi Translator Skilled Gr– I (ID-V) Full time two years Post Graduation course with Hindi from recognised
university with English as a subject at Graduation level. OR Full time two
years Post Graduation course with English from recognised university with
Hindi as a subject at Graduation level. OR Post-Graduation in Hindi medium in
any subject and English as compulsory subject or Elective subject or medium
of examination in Graduation. And One-year post qualification experience in
Translation from Hindi to English & English to Hindi. In case of
employees from the private sector, the experience from an established private
firm registered with Ministry of Corporate Affairs with valid CIN (Company
Identification Number) and audited results for last 3 years will be only
considered. Computer Knowledge with Hindi/ English Typing is compulsory.
Desirable: Diploma in Translation from Hindi to English & vice versa from
any recognised University. |
22. Jr. Q C Inspector (Mechanical) Skilled Gr– I (ID-V) Must have passed full time three years Diploma in Mechanical/
Shipbuilding or Marine Engineering Examination conducted by Govt. of India
from a recognised Technical Board. |
23. Jr. Q.C Inspector (Electrical/ Electronics) Skilled Gr– I (ID-V) Must have completed full time three years Diploma
with pass class in Electrical (Electrical / Power Engineering / Electrical
& Electronics/Electrical & Instrumentation) 6 / Electronics
(Electronics / Electronics & Communication /Allied Electronics &
Instrumentation /Electronics & Telecommunication) or Marine Engineering
in Examination conducted by Govt. recognised Technical Board / University.

24. Jr. Q.C Inspector (NDT) Skilled Gr– I (ID-V) Must have completed full time three years Diploma in Mechanical
(Mechanical/Mechanical & Industrial Engg. /Mechanical & Production Egg.
/Production Engg) or Marine Engineering in Examination conducted by Govt. of
India recognised Technical Board. In addition to this, it is essential to
have ISNT/ASNT Level II certification in Radiography interpretation,
Ultrasonic Testing, Magnetic particle testing and Dye penetrate testing. |
25. Jr. Draughtsman (Mechanical) Skilled Gr– I (ID-V) Must have passed the “National Apprenticeship Certificate Examination
in the Trade of ‘Draughtsman’ in Mechanical Stream conducted by NCVT of the
Directorate General of Employment & Training, Ministry of Labour, Govt.
of India. |
26. Paramedics Skilled Gr– I (ID-V) Passed Diploma/ Degree in Nursing of 3 years’ duration after 12th Std in Govt. or Govt recognized University/Institute & basic life support and Advance Cardiac life support certification of American Heart Association or equivalent. Preference will be given to candidates who have experience of working in Govt./ Pvt Hospital with minimum 100 bed hospital/Industrial (OHS) set up and qualified in handling alone industrial emergencies / accidents / injuries / illnesses and specialized in advanced life support care & able to read ECG monitors and do intervention procedures. The experience certificate should be issued by the Personnel / HR/Admin department. |
27. Pharmacist Skilled Gr– I (ID-V) Must have passed SSC / HSC with full time D. Pharm / B. Pharm from any
Govt. recognized University and candidate should have experience of
dispensing medicine for a minimum period of 1 year. |
28. Planner Estimator (Mechanical): Skilled Gr– I (ID-V) Must have passed full time three years Diploma or full time Degree with
pass class in Mechanical /Shipbuilding or Marine Engineering in Examination
conducted by Govt. recognised Technical Board / University. One-year
shipbuilding experience is compulsory. |
29. Planner Estimator (Electrical / Electronics) Skilled Gr– I
(ID-V) Must have passed full time three years
Diploma or full time Degree with pass class in Electrical /Electronic or
Marine Engineering in Examination conducted by Govt. recognised Technical Board
/ University. One-year shipbuilding experience is compulsory. |
30. Rigger Skilled Gr– I (ID-V) Passed the “National Apprenticeship Certificate Examination” in the
trade of “Rigger”. |
31. Safety Inspector Skilled Gr– I (ID-V) “Must have passed Diploma (Full Time) in Engineering in Mechanical /
Electrical / Civil / Production. Preference will be given to candidates
having qualification ADIS/Certificate courses in Safety, Health &
Environment conducted by Central Labour Institute or National Safety Council
/Working Experience in HSE department” |
32. Store Keeper Skilled Gr– I (ID-V) Must have full time three years Engineering Diploma in Mechanical,
Electrical, Electronics, Electronics Shipbuilding & Telecommunication,
Instrumentation, Computer engineering .Additional qualification in Material
Management & Knowledge of Computer will be Preferred. |
33. Marine Insulators Semi-Skilled –I (ID-II) Marine Insulators is not a designated trade under the Apprenticeship
Act. Candidates who have passed SSC with NAC in any trade and have worked in
Shipbuilding industry for minimum period of one year may apply for the said
post. One year shipbuilding experience is compulsory. |
34. Sail
maker Semi-Skilled –I (ID-II) Must have
completed ITI in the trade of “Cutting & Tailoring/Cutting & Sewing”.
One year shipbuilding experience is compulsory. |
35. Utility
Hand (Semi-Skilled) Semi-Skilled –I (ID-II) Utility Hand is not a designated trade under the Apprenticeship Act.
Candidates who have passed NAC in any trade and have worked in Shipbuilding
industry as Utility Hand for minimum period of one year may apply for the
said post. One year shipbuilding experience is compulsory. |
36. Security
Sepoy Semi-Skilled –I (IDII) Must have
passed SSC or equivalent examination conducted by a Board recognized by Govt.
or passed Indian Army class – I examination or equivalent examination in the
Navy or Air Force and has put in at least 15 years of service in the Armed
Forces of the Union and is otherwise considered fit to hold the post in view
of his experience and other qualifications. Candidates conversant with
Security Duties and holding valid commercial driving licence will be
preferred. |
37. Launch
Deck Crew Semi-Skilled –III (ID-IVA) Passed SSC or equivalent examination conducted by a Board recognised
by the Government. General Purpose(GP) rating course with one-year experience
as Crew on board Tug/Launch/Vessel of 226 BHP or above. GP rating certificate
issued by DG shipping approved institutes will be considered. Knowledge of
Swimming is Compulsory. OR Non GP rating with 3-year experience as Crew on
board Tug/Launch/Vessel of 226 BHP or above. Knowledge of Swimming is
Compulsory. |
38. Engine
Driver/2nd class Engine Driver Skilled –II (ID-VI) Certificate of competency (Engine Driver 2nd Class) issued by
Maharashtra Maritime Board/Mercantile Marine Dept. as per Indian Vessel Act.
Knowledge of Swimming is compulsory. Minimum 2 yrs. experience as Engine
Driver 2nd Class. Should possess knowledge of rectifying defects, overhauling
and upkeep of Engine Room. OR Ex-serviceman from Indian Navy of Engineering
branch having 15 years of experience and holding IInd Class Engine Driver
Qualified Certificate from MMB/MMD. |
39. Launch
Engine Crew/Master II Class Special Grade (ID-VIII) Certificate of competency (2nd class Master) issued by the Maharashtra
Maritime Board/Mercantile Marine Dept. as per Indian Vessel Act. Knowledge of
Swimming is compulsory. Minimum 3 yrs. experience of operating Tugs
from 226 to 565 BHP OR Ex-serviceman from Indian navy with 15 years of
experience and holding 2nd class Master qualified certificate from MMB/MMD. |
40. License
To Act Engineer Special Grade (ID-IX) Certificate of competency (License to act engineer) issued by
Maharashtra Maritime Board/ Mercantile Marine Dept. as per Inland Vessel Act.
Knowledge of swimming is compulsory. Minimum 2 years’ experience as Engine
Driver 1st class. Candidates possessing “License to Act Engineer” certificate
will be given preference. Should possess knowledge of rectifying defects,
overhauling and upkeep of engine room. OR Ex-servicemen from Indian Navy of
engineering branch having 15 years of experience and holding license to act
engineer certificate from MMB/MMD. |
41 Master
1st Class Special Grade (ID-IX) Certificate of
competency (First class Master) issued by the Maharashtra Maritime Board/
Mercantile Marine Dept. as per Inland Vessel Act. Knowledge of swimming is
compulsory. Minimum 3 years’ experience of operating tugs from 226 to 565 BHP
or Ex-servicemen from Indian Navy with 15 years of experience and holding 2nd
class Master qualified certificate from MMB/MMD. |
For all the above posts except Diesel Cum Motor
Mechanic, Driver, Electrician, Electronic Mechanic, Jr Draughtsman, Jr Q C
Inspector(Mech), Jr Q C Inspector(Elec), Millwright Mechanic, Paramedics,
Pharmacist, Rigger, Safety Inspector, Security Sepoy, Storekeeper candidates
should have minimum one-year experience in Shipbuilding Industry.
The experience should be certified by the
Personnel/HR/Admin Dept where the candidate is working. Shipbuilding experience
for the post of “Launch Deck Crew” shall mean experience as crew on
board/Tug/Launch/Vessel & for “Launch Engine Crew” shall mean experience of
Operating Tugs.
Candidates who have worked through a contractor in
Shipbuilding industry will not be considered eligible for the above posts.
The candidates who have worked for any of the above
posts in MDL/Shipbuilding Industry for minimum one year having passed National
Apprenticeship Certificate / Diploma in different trades will be considered
eligible for that particular post.
For the above posts where the basic qualifying
criteria is Diploma / Degree in Engineering, the candidates who have passed in
the below mentioned Branches of Engineering will also be eligible to apply for
the above posts.

in a Shipbuilding industry for minimum one year duly certified by their Personnel
Department is desirable. The candidates having such experience will be given up
to 20 marks based on relevant experience in Ship Building Industry.

The
shipbuilding marks will be applicable for all the above posts excluding
Security Sepoy. In case of Security Sepoy although, the Online Exam will be of
30 marks, the marks obtained will be converted into 50 marks and remaining 50
marks will be for Skill Test.
Age Limit: Maximum
age limit is 38 years and minimum age limit not less than 18 years as on 01
Sept ’22. The Upper age limit is relaxed by 5
years for SC/ST; 3 years for OBC, 10 Years for Persons with Disabilities (15
years for SC/ST PWD’s & 13 years for OBC PWD’s) and for Ex-S as per Govt.
of India rules. Candidates Relaxation in Upper Age limit will be provided as

MDL Non-Executive Selection Process 2022:
a. The candidates will be called for
“Written Test” based on the information provided by them in the Online
application form. The Detailed scrutiny of documents of the shortlisted
candidates will be done at the time of Trade/skill Test.
b. Based on the performance of
Written Test & Experience marks wherever applicable the candidates would be
called for Trade/Skill Test. The candidates would be called for Trade/skill
Test in the ratio of 1:3 in case the vacancies are more than 100, 1: 4 in case
the vacancies are between 50 to 100 and 1:5 in case the vacancies are less than
50.
c. The final merit list would be
prepared based on combine marks of Online Written Test, Experience &
Trade/Skill Test.
d. However, depending upon the number
of candidates who have applied for the above posts, Management may decide to do
away with the Written Test and select candidates based on Experience &
Trade/Skill Test.
e. The syllabus for Online Exam is
mentioned at Annexure-I placed at the end of this advertisement.
